This online self-paced course provides managers at all levels with the basic knowledge required to understand their delegated procurement responsibilities within the public service. Through practical exercises, participants will gain a better understanding of the procurement process, the materiel management life cycle, and their responsibilities in managing procurement activities.

Topics include:

  • analyzing goods, services and construction needs
  • forecasting budget requirements and identifying delegated authorities
  • soliciting, evaluating, approving and awarding competitive contracts
  • managing the life cycle of materiel assets, from acquisition to divestment
  • meeting reporting requirements

Notes:

This course is part of the Authority Delegation Training Program (ADT) that is mandatory for managers with delegated signing authority. Delegated managers must complete the following three ADT courses, ideally in this order:

  1. Authority Delegation Training: Using Public Funds Responsibly
  2. Authority Delegation Training: Practicing Responsible Procurement
  3. Authority Delegation Training: Managing People Effectively

These courses are also open to all public servants for professional development purposes. However, completing these courses and their assessments does not entitle these learners to exercise signing authority. Consult the Directive on Delegation of Spending and Financial Authorities for the specific responsibilities for delegating, maintaining and managing, and overseeing spending and financial authorities..
